      <image:title>Natural values - Wetlands and mudflats</image:title>
      <image:caption>Wetlands are areas of land that are flooded by water, either permanently or seasonally, and have an amazing ability to clean water. As water moves slowly through the diverse plant communities, there is time for sediment to drop out of the water, along with other contaminants that are bound to them. Wetlands recycle pollutants such as nutrients which can be buried in the sediment and later utilised by plants as they grow. Wetlands support an abundance of diverse species. Plentiful food as well as shelter, means that wetlands are important nursery sites for fish, crustaceans, and other organisms. The Tamar Island Wetlands near Launceston, is a wonderful example of a diverse and abundant tidal wetland, supporting vulnerable and rare species of birds, reptiles, amphibians and plants. The Tamar Island Wetlands Reserve is within an internationally-recognised Important Bird Area, as well as being a biodiversity hotspot. Migratory birds travel across the globe along the East Asian – Australian flyway. It is not only aquatic / estuarine species that benefit from wetlands. Wetlands also act as natural sponges, storing water and slowly releasing it, thereby reducing the intensity, and spread of flood waters into urban areas. Furthermore, wetlands have been recognised for their effectiveness in sequestering and storing atmospheric carbon as ‘blue carbon’.</image:caption>

      <image:title>Natural values - Saltmarsh</image:title>
      <image:caption>In 2013, coastal saltmarsh was recognised as a nationally-threatened vegetation community. Northern Tasmania hosts significant areas of coastal saltmarsh including 86 hectares of saltmarsh along the banks of the Kanamaluka / Tamar estuary, all within 45 minutes of Launceston. Like other wetland habitats, saltmarsh communities provide important benefits to plants, animals, and human communities. Saltmarsh helps to stimulate the productivity of the estuary through nutrient cycling. They also help to mitigate the threat of climate change and flooding. Saltmarshes are better at sequestering carbon than equivalent forested areas, and act as a ‘buffer’ against flooding by soaking-up and slowly releasing flood waters.</image:caption>

      <image:title>Natural values - Protected areas</image:title>
      <image:caption>Protected areas in Australia are defined under categories set out by the International Union for the Conservation of Nature (IUCN). Classed as either Nature Reserves or Conservation Areas under the National Parks and Reserves Management Act 2002, the Kanamaluka / Tamar estuary contains 11 protected reserves, historic sites, and conservation areas which are home to 63 threatened plant species, 36 threatened animal species, and 20 migratory bird species. Sharks in particular play an important role in the aquatic ecosystem, being apex predators and helping to maintain a balanced food web. All areas of the Kanamaluka / Tamar estuary south of Low Head are included in a Protected Shark Refuge Area. This recognises the importance of the estuary as a habitat for breeding of school and gummy sharks, skates, and rays, and prohibits the taking of any shark, skate, or ray from the estuary.</image:caption>

      <image:title>Natural values - Important Bird Area</image:title>
      <image:caption>Birdlife International has listed the water and intertidal mudflats of the Kanamaluka / Tamar estuary from Launceston to Batman Bridge as an Important Bird Area (IBA), recognising the importance of the mudflats to shorebirds. The presence of more than one per cent of the chestnut teal (Anas castanea) and pied oystercatcher (Haematopus longirostris) populations utilising the Kanamaluka / Tamar estuary during a key stage of their life cycle has also resulted in the recognition of the area as a Key Biodiversity Area by Birdlife Australia. The Kanamaluka / Tamar estuary forms part of the East Asian – Australian flyway - a migratory corridor for birds which extends from breeding grounds in the Russian Tundra, Mongolia, and Alaska.</image:caption>

      <image:title>Natural values - Riparian vegetation</image:title>
      <image:caption>The riparian zone is the area of land that adjoins riverbanks, floodplains, lake foreshores, and wetland fringes. Due to the presence of water and nutrients in riparian zones, this land often supports significant plant communities which are generally denser and faster growing, and are essential for maintaining a healthy ecosystem. Riparian vegetation helps to prevent pollutants on-land such as nutrients, pathogens, and pesticides entering waterways through run-off. Pollutants can attach to sediment particles which run-off the land with water; riparian vegetation traps this sediment, and the attached pollutants, before it enters the water. Riparian vegetation also reduces the risk of bank erosion and stabilises the water temperature by shading.</image:caption>

      <image:title>Sedimentation - Background</image:title>
      <image:caption>There is a common misconception that the mudflats along the banks of the Kanamaluka / Tamar estuary are a recent feature, and that the sediment is getting worse. However, the presence of extensive mudflats and wetlands around Launceston was noted in the accounts of the earliest European explorers and were shown on navigation maps from the 1830s. Early accounts of the Kanamaluka / Tamar estuary describe the waterway upstream of Tamar Island as “very shallow with broad mud banks” and “only for small craft”. The naturally shallow and narrow channel led to community concerns about the navigability of the estuary, resulting in a petition to the Governor in the early 1830s to address the issue. Extensive dredging campaigns began in the 1890s and continued through until 1965 to allow larger ships to navigate to Kings Wharf in the upper estuary. Despite these efforts to reduce sediment, letters to the editor concerning the mudflats have featured in the Examiner newspaper for more than 100 years. Each time dredging activities ceased, sediment rapidly returned as the estuary reverted to a more natural state.</image:caption>

      <image:title>About the TEER Program - Natural Values</image:title>
      <image:caption>The Kanamaluka / Tamar estuary and its catchment covers 10,000 square kilometres. Featuring five major river catchments, including the North and South Esk, the Macquarie, Brumbys-Lake, and Meander catchments, and drains approximately 15 per cent of lutruwita / Tasmania. The Kanamaluka has been the traditional lands of the leterremairrener, panninher, and tyerrernotepanner people for over 40,000 years. Today, people are still drawn to the estuary and its rivers, to connect with nature, history, and each other. The Kanamaluka / Tamar estuary is a focal point for the city of Launceston and underpins the region’s social, recreational, and economic values. The Kanamaluka / Tamar estuary and its river catchment is home to some of the most productive agricultural land in Tasmania. It has rich and diverse aquatic ecosystems and incorporates several large conservation areas including the Ben Lomond National Park, the Tamar River Wildlife Sanctuary, and the Tamar River Mouth Nature Reserve. The area also contains a number of species listed under the Tasmanian Threatened Species Act 1995 and the Australian Government's Environment Protection and Biodiversity Conservation Act 1999, including the green and gold frog (Litoria raniformis), native fish such as Australian Grayling (Prototroctes maraena) and Galaxiids, and a variety of endangered threatened fauna and flora species present within riparian zones.</image:caption>

      <image:caption>The TEER Program works to improve waterway health through: monitoring water quality in the estuary through the Ecosystem Health Assessment Program monitoring blue-green algae in Lake Trevallyn over the summer months through our Algal Bloom Monitoring improving our understanding of ecosystem health supporting improved stormwater management through the Northern Tasmania Stormwater Working Group supporting implementation of the recommended actions in the Tamar Estuary Water Quality Improvement Plan (WQIP). Knowledge and awareness are delivered to the community via: a biennial Tamar Estuary Report Card educational videos and associated fact sheets community days and events including the Tamar Forum, Tamar Discovery Day, clean-up events and community presentations.</image:caption>

      <image:caption>EHAP monitoring covers the entire 70 km length of the Kanamaluka / Tamar estuary and has 16 monthly ambient monitoring sites from Home Reach in Launceston to the mouth of the estuary at Low Head. The estuary is divided into five functional zones: Zones 1 to 3 (Launceston to Rowella) are considered to be estuarine Zone 1 is strongly influenced by the freshwater from the Esk rivers Zones 4 and 5 are marine and are strongly influenced by the marine water of Bass Strait.</image:caption>

      <image:caption>Each month, a suite of water quality parameters are recorded including: temperature pH conductivity dissolved oxygen turbidity metals nutrients, total suspended solids. These are collected from each of the 16 sampling sites. The data is collated and analysed to develop biennial report cards on ecosystem health and is used by partners to understand water quality and inform management decisions.</image:caption>

      <image:title>Water quality monitoring - 2024 Report Card summary</image:title>
      <image:caption>The 2024 Kanamaluka / Tamar Estuary Report Card showed slight improvements in ecosystem health grades in Zones 2 to 5, with Zone 1 remaining the same when compared to the 2022 Report Card monitoring period. The key findings from the 2024 reporting period are: High surface nutrients levels continue to impact water quality in zones 1 to 3, while in zones 4 and 5 there has been considerable improvement in nutrient levels, particularly total phosphorous, compared to previous years. Surface dissolved metals are not currently a major pressure on ecosystem health. Recent data shows significant improvements in zinc concentrations but a deterioration in copper concentrations, compared to the 2022 Report Card. Acidification, the result of a drop in pH, is an emerging issue impacting ecosystem health, however, surface trends remained relatively stable between reporting periods. Surface dissolved oxygen levels are in a good state and have improved slightly from Zone 1 to Zone 4.       <image:caption>A key role of the NTSWG is to facilitate increased implementation of Erosion and Sediment Control (E&amp;SC) practices and Water Sensitive Urban Design (WSUD) throughout the northern region. To minimise pollutants entering the waterways from runoff into the stormwater system, the NTSWG aims to raise community awareness about how everyone can improve stormwater management. There are plenty of things we can do at home to prevent pollutants from mixing in with stormwater including improving garden designs to minimise erosion, eliminating toxic substances and nutrients from flowing into drains, installing rainwater tanks, absorbent yards or raingardens, and placing rubbish into waste bins.</image:caption>

      <image:title>Stormwater - Value</image:title>
      <image:caption>Stormwater is a term used to describe rainwater runoff in urban areas from roofs, driveways, roads, car parks, paved areas, gardens, and other open spaces. Some stormwater soaks into the ground, evaporates or is captured by rainwater tanks, but most enters stormwater drains and flows directly into our natural waterways which are home to sensitive aquatic animals and plants and are used for recreational and economic activities. Historically, dense vegetation helped to slow rainwater runoff and minimised erosion, however vegetation clearing and installation of sealed surfaces (roads, car parks, roofs, etc.) through urban development increases the amount of stormwater runoff and pollutants entering waterways.</image:caption>

The TEER Program has worked with the Derwent Estuary Program, the Local Government Association of Tasmania (LGAT), and several local government representatives to develop the Tasmanian Stormwater Policy Guidance and Standards for Development (TSPG).       <image:title>Stormwater - Erosion and Sediment Control (E&amp;SC)</image:title>
      <image:caption>Exposed soils such as sediment are easily washed away during rainfall events. Studies have shown that sediment loss from urban areas can contribute substantial sediment loads to local waterways. Large amounts of sediment in waterways can be harmful to aquatic organisms including fish and plants, and can silt up steams and block stormwater pipes, leading to increased flooding. Sediment also often transports other pollutants such as oils, heavy metals, and hydrocarbons from building and construction sites into local waterways. Subsequently, it is important to adopt best practice soil and water management measures on site during building and construction activities. The TEER Program facilitates E&amp;SC training for industry and council partners to maintain currency in understanding best practice to reduce sediment and pollutant run-off from construction sites. The TEER Program also partners with Master Builders Tasmania and the Derwent Estuary Program to reward commercial and residential builders for good examples of E&amp;SC on site.       <image:title>Natural history - Formation</image:title>
      <image:caption>In the early geological history, instead of the Tamar Valley, there was a large peneplain that had been worn down by millions of years of erosion. From 95 to 65 million years ago, earthquakes split this peneplain apart making a trough through which rivers flowed, creating a lake. It filled up with unconsolidated gravel, clay, sand and boulder, and about 55 million years ago the lake was breached and drained. Over approximately 25 million years, the South Esk River wandered through the old lake sediments which were easily eroded, creating the Tamar Valley. About 5 million years ago seawater flowed into the Tamar Valley, drowning the lower parts of the valley and turning it into an estuary. Changes in sea levels occurred frequently, especially over the past 2 million years during Ice Ages. The most recent major change is the sea level rise that occurred between 13,000 and 6,500 years ago.</image:caption>

      <image:caption>Drowned river valleys exist in many other locations around the world, and the natural process of drowned river valleys is to infill with sediment over long geological timeframes. Tidal influences cause sediment to accumulate on the edges of the estuary, creating mudflats. As they consolidate, mudflats create space for reeds and other vegetation to establish, which in turn creates habitat for various animal species. Mudflats also allow for distinct channels to form, with flows directed through these channels. This process establishes the banks of the estuary and stabilises the system.</image:caption>

The plan aims to provide direction to all catchment stakeholders on the role they can play in protecting and improving water quality. The TEER WQIP details current loads, condition and sources of pollutants, pressures and opportunities of land use change, load and condition targets and recommended management actions. Development of the plan involved substantial consultation and engagement with the community and key stakeholders.       <image:caption>Water quality measurements and counts of blue-green algae are completed weekly at the Trevallyn boat ramp and at Blackstone Park beach. Water quality information such as temperature, dissolved oxygen, pH, and blue-green algae concentrations are also captured at a 15-minute interval by an in-situ buoy near the dam wall. This information is shared with the Lake Trevallyn Working Group, a collective of stakeholders who work collaboratively to manage Lake Trevallyn and keep the public informed about any changes to water quality that may affect recreational use.   Although referred to as blue-green algae, the organisms that cause blooms are cyanobacteria, which occur naturally in water. Cyanobacteria can become harmful to humans when their growth accelerates and they accumulate into dense, visible patches at the water’s surface. In high concentrations, algal blooms can disrupt water chemistry and harm other aquatic life as well as humans.  The Lake Trevallyn Algal Bloom Monitoring Program commenced in the summer of 2007/2008 in response to a significant bloom in the previous summer. Algal blooms occur when a range of environmental conditions align to promote growth such as consistently warm temperatures, low water flows, and high levels of available nutrients, particularly phosphorus. Contact with water containing high concentrations of cyanobacteria can cause skin rashes, eye irritation, earaches, itchiness, and swollen lips, as well as unpleasant taste and odour compounds in drinking water.</image:caption>

      <image:caption>Lake Trevallyn is an important storage for Launceston’s drinking water supply. It is also a valuable asset that attracts wildlife and is popular with recreational users. Since 2007, the monitoring program has gathered seasonal data on water quality and the abundance of blue-green algae in Lake Trevallyn, providing one of the longest datasets for any water body in the state and increasing our understanding of conditions that lead to algal blooms in Lake Trevallyn. The Lake Trevallyn Working Group has demonstrated the importance of collaborative management, keeping the community informed and safe via early warmings when there are changes to water quality that affect recreational use.</image:caption>

NHMRC 2008 specifies the thresholds or ‘biovolumes’ of blue-green algae which trigger expanded monitoring and testing, and public notifications. If algal concentrations increase beyond a specified threshold (Surveillance), the TEER Program initiates expanded and more frequent monitoring to determine the location and severity of the bloom, and further testing for toxicants is undertaken.       <image:title>Lake Trevallyn - 2024/25 summary</image:title>
      <image:caption>The 2024/25 monitoring season at Lake Trevallyn recorded one brief spike in cyanobacterial concentrations, highlighting the continued importance of monitoring environmental drivers of algal growth. Weekly sampling and in-situ monitoring were undertaken from December 2024 to April 2025 at shore sites and near the dam wall. Results were assessed against national recreational water guidelines, which use a traffic light system (green, amber, red) to indicate risk levels. Cyanobacteria were present throughout much of the 2024/25 season, with biovolumes briefly reaching Alert Mode (amber) in early February 2025 at both Trevallyn boat ramp and Blackstone Park. A follow-up sample later that same week showed concentrations had already declined to Surveillance Mode (green), where they remained for the rest of the season. Notably, Microcystis aeruginosa was the dominant species for the first time, surpassing Dolichospermum, a genus historically more common in Lake Trevallyn. Toxicity testing confirmed Microcystis was non-toxic. Environmental conditions during the season favoured algal growth, with generally low inflows, high residence times, and warm surface waters consistently above 20°C. A pulse of nitrogen and phosphorus in January—likely linked to catchment rainfall and increased turbidity—occurred about two weeks before peak cyanobacterial concentrations, suggesting that nutrient availability contributed to the rapid algal increase. Stratification of the water column was present but relatively weak, and increased wind speeds following the peak likely aided in preventing a bloom. TEER Program staff are already preparing for the 2025/26 season, which kicks off in December 2025. Large winter spills provide a positive starting point for the season, owing to their association with years where there is no bloom. Fingers crossed for a bloom-free season!</image:caption>

      <image:caption>The 2025 program include four themed sessions: Session 1 - Our connection to waterways highlighted how stakeholders in the Kanamaluka / Tamar estuary and Esk rivers system are working together to manage and invest in activities that protect, restore, and enhance our waterways. Ursula Taylor (CEO – Derwent Estuary Program) delivered the keynote address on regional partnership, sharing the Program’s perspective on collaborating to protect and sustain waterways as an integral part of our natural, cultural and economic heritage. Session 2 - Investments for the future focused on strategic planning and practical on-ground works, showcasing master planning for the estuary, catchment-scale restoration, and ecological trials. Speakers illustrated how actions are enhancing the long-term health and resilience of the Kanamaluka / Tamar estuary.  Session 3 - Panel discussion featured a panel of thought leaders from council, industry, and the community, each actively working to protect and enhance the health of the Kanamaluka / Tamar estuary and Esk rivers catchment amid change and growth. The discussion explored how cross-sector collaboration is helping to navigate challenges, seize opportunities, and build resilient communities and healthy waterways, ensuring the Kanamaluka / Tamar remains a place where industry, community, and the environment can thrive.  Session 4 - Science for management included science-led insights to guide the management of estuarine and catchment systems. Presentations explored ecological changes, species trends, water use, and sustainable infrastructure, all contributing to evidence-based decision-making.</image:caption>

      <image:caption>In November 2023, Royal Park in Launceston was the focal point of a succesful community clean-up by the TEER Program, under the ‘Catch-it in the Catchment’ initiative, organised by the Tamar NRM. Volunteers gathered at the Royal Park boat ramp where bags and gloves were provided, making it easy for everyone to participate. Thanks to the efforts of nine dedicated volunteers, eight bags of rubbish were collected, removing more than 350 items from the environment and preventing them from polluting the Kanamaluka / Tamar estuary.</image:caption>
